A cheap haircut doesn't have to mean a bad haircut. Hair stylist schools train students in all aspects of cosmetology, including cutting and styling hair, giving perms, coloring, and more. Students who are still learning provide the haircuts for clients, but the student stylists are supervised by instructors before, during, and after each haircut to ensure the client gets the cut they want.
